Hotel Information

TRWA will begin accepting room reservations for this conference at 8:00 a.m. on June 1, 2010. If you need overnight hotel accommodations, you may make your reservations online through the registration page here, or you may download and complete the hotel reservation form and return to TRWA at 1616 Rio Grande or fax (512) 472-5186. Read the hotel reservation policy thoroughly. TRWA must receive your reservation by August 2, 2010. The hotel will not accept reservations directly at the TRWA conference rate. TRWA will send you a hotel room confirmation after August 9, 2010.

*Ethical Considerations in Water District Management: This interactive session will give examples and discuss ethical issues in water district management and appropriate ways to handle conflicts amongst board members, employees and customers.

9:45 a.m. - 10:00 a.m.

Break

10:00 a.m. - 11:00 a.m.

Practical Application of Personnel Policies: This session will use examples and real-world scenarios to foster a dialogue about personnel policy development, implementation and application.

11:00 a.m. - 11:15 a.m.

Break

11:15 a.m. - 12:15 p.m.

*Legal Update: This session will discuss recent changes in federal and state laws and TCEQ rules that impact districts.

12:15 p.m. - 1:15 p.m.

Lunch - Provided by TRWA

1:15 p.m. - 3:15 p.m.

*Forging Partnerships to Address Growth: This session will explore ways in which districts may work in cooperation with cities, developers and volunteer fire departments to meet growing service demands; and how best to communicate these and other important issues with customers. The presentation will be divided into three parts including a presentation, break out discussions with moderators regarding assigned scenarios, and then a wrap-up discussion where groups will be asked to share their solutions.

Adopting Orders Versus Resolutions: This session will discuss what types of issues are addressed by orders and resolutions, procedures for adoption, and how to enforce them. The discussion will include information on notification requirements for publishing district rules and what types of rules should be published.

*Water District Fees: Attendees will learn about the various types of fees that districts may charge to new and existing connections, how to properly calculate them, which are redundant, and when TCEQ approval is required.

Governmental Immunity: The legal and regulatory framework in which water districts operate is constantly changing. This session will provide practical advice and insights into how to address recent changes and how to prepare for what lies ahead.

Hot Topics for Districts: A panel of experts including TRWA staff will discuss the most up-to-date topics of concern and interest for districts and answer attendees’ questions regarding district issues.
